The way I recall it, I was observing and reporting possible illegal activity. Then Control told me to "take care of it" in so many words.
So yeah, maybe I didn't have to kill him, but disarming G isn't something I see very successful without violence. IIRC, 5 of us jumped him and the only thing that got through his defenses was a Disintegrate spell.
